Development master plan for Northern Laos drafted by China

In July, a new master plan for the development of Northern Laos was released. The plan was drafted on behalf of the Yunnan Province Development and Reform Commission by the provincial Land and Resources Research Office and focuses on economic development (agriculture, agroindustry, and tourism) along three “development corridors”: from China to Thailand, from Boten to Luang Prabang, and from Thailand to Vietnam, all of which have some road and railway construction undertaken by Chinese companies.

The reaction to the announcement by the English-language newsgroup devoted to development in Laos was overwhelmingly negative. But regardless of the merits of the plan, it seems very significant that the plan for a development of the entire region bordering China has been carried out not just by some Chinese outfit, but on behalf of the top government body in Yunnan Province that oversees the entire development of the “socialist market economy.”
