Peter Wolff on China and new definitions of aid

In an interesting opinion piece in Die Zeit, entitled “Traditional development aid is outdated,” Peter Wolff, a deparment head at the German Development Policy Institute (Deutsches Institut für Entwicklungspolitik, DIE), argues that Western definitions of aid should be revised broadly along the lines used by new donors such as China, which include not only state-to-state aid but various forms of state and private investment in the discussion of development aid.
